I think this would be Really neat if there was some sort of near-invisible (perhaps camouflaged by the embroidery?) hoop structure to keep the upper layer a little (or a lot) more separate from the white layer....

The Sarabande Flower Dress worn by Tanya Dziahileva in McQueen's 2007 Spring RTW Collection. The flowers on the gowns were real. When the flowers began to fall off onto the catwalk, the audience assumed it was deliberate. But they fell off because they were put on only minutes before the show.
