This is done in same method's as my other patterns. Draw it on the fabric. Sew the red lines, Cut it out on the 'black lines' cut around the stitches on the red lines leaving a selvage. This way you don't have to sew fiddly little arm and neck holes. I don't know the width of the skirt as I cut a long piece of fabric and run it through my ruffler.
